Executive Leadership & Diplomatic Mandate

Three-Tier Executive Leadership
Operating strictly under the Public Trust Doctrine, our governance is divided into three distinct functional tiers:
1. SiEGA Apex Council (Governance & Policy)
    • Leadership: Led by Sanjay Kaushik, Founder & Chair—a veteran government-recognised journalist, Track II urban & institutional affairs specialist, empowered by IN-EU policies for Journalists & EU-India green-tech engagement.
    • Authority: Council members hold absolute policy alignment and ultimate voting rights. Haryana Government’s Directorate of Urban Local Bodies have formally endorsed Sanjay Kaushik & Safexsure Foundation via Endorsement Memo No 5595 to take necessary actions in ₹2,000 Crore Public-Private Partnership (PPP) Gurugram Municipal transformation pilot project 
    • E-Secretariat: Acts as a hassle-free, pro-bono, single-point gateway handling institutional liaisons and compliance for corporate partners and government offices.

2. SiEGA Track II Joint Technical Oversight & e-Governance Committee (Oversight & Advisory)
    • Composition: Comprises domain-specific chairs (Ex-Officio Government Officers), retired All India Services (AIS) officers, public representatives, and 10 Non-KMP Corporate ESG leaders.
    • Compliance & Voting: Maintains strict MCA & Government of India policies with zero conflict of interest and zero voting rights, adhering strictly to global BRSR and KPI matrices.

3. SiEGA e-Joint Working Group (Execution Arm)
    • Mandate: The core Joint Working Group responsible for research, ground-level execution, technical delivery, and milestone tracking across pilot cities, with zero conflict of interest and zero voting rights. 
Strategic Leadership Partnerships & Pilot Authorization
Safexsure Foundation operates under formal state-level mandates to develop and scale large-scale green infrastructure across urban economic zones:
    • The Gurugram PPP Pilot Project: Formally empowered via State Endorsement No. 5595, the Foundation is executing India’s premier ₹2,000 Crore Public-Private Partnership (PPP) municipal transformation pilot project. 
    • The Viksit Haryana Mission: Under technical vetting by the SiEGA Track II Joint Technical Oversight Committee, the initiative have proposed the engagement of the leadership of the Quality Assurance Authority (QAA), Government of Haryana to spearhead sustainable state infrastructure development. This framework establishes a direct, legally secure corridor for the transfer of European Union green technologies into India’s high-growth urban centers. The strategic deployment framework is currently under standard review by the worthy Chairman of the QAA
